Outbreaks of heavy and persistent rain over Devon this morning will continue and extend to Somerset this afternoon, giving totals of 20-30 mm in places, chiefly over south-facing hills and coasts. The public are advised to take extra care and refer to the Highways Agency for further advice on traffic disruption on motorways and trunk roads.
